The Mbuti hunt and gather food from the forest, and they trade as well for survival. They are referred as hunter-gatherer. They are a small band of kinship groups that are mobile. All foraging communities value their lifestyle. The Mbuti show how their kinships, beliefs and values, and economic organization are the key for their forager culture. An economy can be defined as the production of the nation in a period and consumption of goods and services. The two main systems of economy are free market economies and command economy. There are lots of arguments about which is better for the growth of nation’s economy. This essay is about both the two economic systems and how they impact the growth of economies, it will be then discusses the special economic system of China. A free market economy is an economic system that is out with the control of a political party or government. The customers’ ability to pay determines which direction will be focused by market, and the ownership of an enterprise is private or public but not state. As Greg Philo and David Miller (2001) state that the social right to have enough food or to be warm depends on the ability to pay, and these items that we need in our lives are not provided by ‘public service’ companies but by private industry. In a free market, the growth rate of the economy depends on the degree of market liveliness that has a link with the costumers’ purchases. So, the economy can grow freely in such an economic environment that is not controlled by governments. However, compared with command economies, the process of economic growth is completely different. Command economies are much more monotonous without fierce market competition which is a feature of free market economy. The command or state-directed economy is an economic system that is under the control of government. What command economies focus on is the level of production, which means the guide of market is government but not customers. Growth of economies under the command economic system is increasing with a predictable future, because the economies are developed under a plan. The command economy takes control of the nation’s economy using CPE, centrally planned economy, which is a coordination measure opposed to the market. As Marie Lavigne (1999) said a plan is a set of techniques to achieve the future goals in a most efficiently process. In the socialist economy, the plan is mandatory. There are a number of people who claim that a free market economic growth can increase economy faster than command economies while command economy keeps the economy back. Is it really true? It is widely believed that lots of countries that have large size of economy are under free market economies. But in capitalism, which under the free market economy, there is an ideology providing by the money in market. People under the free market always have an exclusive concern with money and seize a chance to seek private gain. Then they will lose their dream that they hold before in the market while command economic countries are growing their economies arranged in a good order. The shortage of free market economy has occurred in the Asia Financial Storm (1997) and the Global Financial Crisis (2008). The effects in countries under command economy, such as China, Vietnam and North Korea, are much less than Japan, Europe and the United States where is the origin of the Global Financial Crisis (2008). However the economy under the control of government is not as terrible as we thought. Although the Soviet Union which is the representative of the countries under command economy broke up on 1991, but there are a number of examples to prove that command economies have benefit with the nation’s economy. As Gur Ofer (1987) states that since Bolshevik Revolution (1917), the Soviet Union achieved the economic modernization gradually. During 1928-1985, the economic situation developed from an undeveloped economy to a modern industrial economy. Furthermore, the GNP (Gross National Product) of the Soviet Union grew by a factor of 10, and the level of GNP per capita grew more than five times. Industrial structure in the Soviet Union had changed dramatically. In 1928, 82 percentage of population in the Soviet Union are organized by rural people and the economy of agriculture made the majority of GNP. However, the population in urban grew to 78 percentage and 40-45 percentage of GNP was made up by industries. Thus, both the two economic systems are not wonderful for the growth of economy but there is example from China which is different from both free market economies and command economies. China’s economic system seems strange for a number of people, because the economic system of China combines free market economy and command economy together. It is true that Chinese average gross domestic production (GDP) growth increased from nearly 4 per cent prior to 9. 5 per cent approximately during 1978-2005. 1978 is a special year when China’s government decided to combine free market economy to command economy which China used before. Loren B. and Thomas D. Rawski (2005) claimed that before 1978, China’s overall output grew faster than GDP in United States and India, and fell far more behind Japanese performance. After 1978, the size of China’s economy expanded dramatically pushing Chinese output from 37. 5 per cent of Japan’s 1978 figure to 219. 2 per cent of Japan’s 2004 GDP. Compared with free market economy and command economy, the economic system in China seems like a better choice. To conclude, the free market economy is an economic system that provides a free environment. In such an environment, economies can grow outside the control of the government, but there is a risk that economies may be developed in a so confused order that stifle the growth of economies. Although the economic system of command economy can develop economies in a good order, there is no enough proof to prove that command economies can growth economies faster than the free market economy. However, China is the only one country that keeps a high-speed growth of economies for over 30 years, and China’s economic system that combines free market economy and command economy strategies together can be a great formwork to be studied by other countries.

The Evil Rooted In Women The Evil Rooted In Women Chaucer, in his female pilgrimage thought of women as having an evil-like quality, that they always tempt and take from men. They were depicted of untrustworthy, selfish and vain. Through the faults of both men and women, Chaucer showed what is right and wrong and how one should live. Under the surface, however, lies a jaded look of women and how they cause for the downfall of men. (chuckiii, 4) Chaucer obviously had very opinionated views of the manners and behaviors of women and expressed it strongly in The Canterbury Tales. In his collection of tales, he portrayed two extremes in his prospect of women. The Wife of Bath represented the extravagant and lusty woman where as the Prioress represented the admirable and devoted followers of church. (Chaucer, 8) Chaucer delineated the two characters contrastingly in their appearances, general manners, education and most evidently in their behavior toward men. Yet, in the midst of disparities, both tales left its readers with an unsolved enigma. The Wife of Bath represents the "liberal" extreme in regards to female stereotypes of the Middle Ages.(chuckiii, 4) Unlike most women being anonymous during the Middle Ages, she has a mind of her own and voices herself. Furthermore, she thinks extremely highly of herself and enjoys showing off her Sunday clothes whenever the opportunity arises. She intimidates men and women alike due to the power she possesses. Because of her obnoxious attitude Chaucer makes her toothless, fat and large. Doubtlessly, she is very ugly, almost to the point of "not-presentable." The Prioress, on the other hand, serves as a foil to the Wife of Bath. Chaucer describes her as "tenderhearted" who can not bear the sight of pain or physical suffering. She will cry at the thought of a dog dying. It could represent that she has a frail soul with low tolerance for pain and suffering.(fordham, 16) The latter description carries over into the modern stereotypes about women as skittish and afraid members of society who need to be cared for. (Fordham, 16) Chaucer paints a very delicate and elegant picture of the Prioress. Her manners of eating are far from the brutish festivals of the time. Chaucer describes her table manners as very graceful, not a drop of anything would fall from her mouth, and she was very polite when taking thing at the table. (lines 131-4). Chaucer's last description of Prioress - the letter "A" around her neck that stood for "Amor vincit omnia" meaning "Love conquers all." The brooch symbolizes love with which her rosaries are adorned is a common accessory for religious devotion which carries the courtly love anthem: love conquers all. (info, 15) The symbol that she wears delineates that she is perfect. Accordingly, the Wife of Bath is daunting, ostentatious and ultimately ugly. She is nothing in comparison to the Prioress who is elegant, pious, well-mannered and above all loving. The Prioress's superiority over the Wife of Bath is shown again in the presence of education. The Wife of Bath has traveled a great deal and seems knowledgeable about things of the world. She brings up many a valid point throughout the prologue but Chaucer voids her opinion because of her social class and looks when in truth she is actually wise. The Wife of Bath has understanding for the world and knows very well what's going on. However, during the Middle Ages, only scholarly or academic knowledge is recognized.(shef, 14) What the Wife of Bath understands and pursues may not be commendable. On the contrarily, the Prioress is considered "scholastic" and high class due to her well-manners. Her ability to speak the noble language --French puts her character in a higher class as well.(prioress, 10) Thus, the Prioress is considered erudite and intelligent. Basically, the Wife of Bath is kind of a foil to the women during the Middle Ages. Her actions and thinking not only differ from the Prioress but almost from everyone else!!! The Wife of Bath is radical especially when it comes to relationship with men. She is characterized as knowing much about love which is illustrated by her physical defect-being gap-toothed symbolizing "sexual accomplishment". The Wife of Bath cannot resist telling her companions about all of her sexual experiences. She also had five husbands and countless affairs, thus breaking innocent men's hearts. Her husbands fell into two categories. The first category of husbands was rich but also old and unable to fulfill her "sexual" demands. The other husbands were sexually vigorous, but harder to control. None of her five marriage was successful because

An Introduction to the Beatles essays My experience with the Beatles has likely been very different than that of most people, especially avid Beatles enthusiasts I have met this semester. John, Paul, George, and Ringo first arrived in the United States on February 7, 1964. Since the moment they landed at JFK Airport, they began feeling the love from fans eagerly awaiting their arrival. The stage was set for Beatle-mania to take hold in the U.S., and it sure did. The Beatles were embraced by the entire country, and the rest is history. Just five years prior to the bands arrival in New York City, however, communist dictator Fidel Castro overthrew Fulgencio Batistas administration and took power in Cuba. He established the first communist regime in the Western hemisphere, and under his rule thousands of Cubans were removed from their homes and held as political prisoners for speaking out against his oppressive system. My grandparents were among these oppressed citizens, and right around the time that the Beatles arrived i n New York, my grandparents left Cuba and fled to the United States. They knew nothing of the Beatles, and they barely spoke English as it was. By the time they were able to establish themselves in the United States and have kids, it was the 70s. As a result, my parents were more influenced by artists of the 80s like Madonna and Prince while they were growing up. Of course they had heard of the Beatles, but the British band was for the most part before their time. In turn, the Beatles also had very little influence in my life, and I didnt even hear about them until I was in high school. By the time I started my freshman year at the University of Florida, I was well aware of the fact that the Beatles were one of the greatest and most influential bands in history. Aim Higher College needs to ensure the safety of all its information. Recently we have seen suspicious and careless activity in the research data center. Data center technicians have reported lights left on, doors left open, successful logins to the research database, as well as login attempts in the backup business database after normal hours of operation. Because this is also the backup for our business information we need to keep this area as secure as possible.In order maintain control over who has access to what in the center we need first ensure that only those that need access to the center are granted the appropriate permissions to the areas that they need. The revolving door should only allow one person through at a time, this will help to prevent someone without access from slipping by with some one that does have access or allow a person with access giving access to some that is not authorized in the build. This will be done with a using simple radio frequency identificati on (RFID) cards for the initial access to the building’s lobby.Both entry and exit will require that the card be read so that a log of who enters and leaves the building can be kept. Entry to the staff offices will simply be with a RFID card reader. With these cards, we can select what areas they have access to according to their needs. The front double doors and access to the receiving area can only be opened from the inside of the building. By allowing one-way access we ensure that hacking of the reader is not possible. Biometric scanners should be used for all sensitive areas as a second method to prevent card cloning. Those that have access to sensitive areas or doors that can allow more than one person through such as the shipping area and front double doors will be issued a Personal Identity Verification (PIV) cards. These card work with the biometric scans. When the card is scanned it relays to  the biometric scanner the information that the scanner will need to make the identification.This means that even if the card’s RFID is cloned as soon as it is read it would be denied because the biometric information is not there. The biometric that we should use is an iris scanner. Rather than hand dimensions that can change or fingerprints. Fingerprints are easy to fool, if the finger is dry the scan may not read correctly, the maintenance if high as the sensor must be cleaned, impurities on the hand or air can give false readings, and lastly to prevent the spread of disease. Iris scanners do not require physical contact, eyeglasses, and contracts normally do not disrupt the reading.To make things easier the iris scanning is much faster. The iris can be scanned as the person is walking up and then compared to the card when the PIV is read . In addition, it is my recommendation that the datacenter be physically separated between the backup site and the research site. This will allow students and staff to gain access to the research center but no t the backup center. Only those that need to have access to the business side backup will be required to use biometrics and a PIV card. All servers will be locked in cabinets for the protection of the severs and SANs that are on site.This will deter theft of any equipment that might contain information. Security cameras will be used to monitor all access and movement within the building. Thirteen stationary static cameras will need to be in use to watch all hallways, doors, and the datacenters. Two motion detecting pan / tilt / zoom (PTZ) cameras will be paced in the center of the data centers (one in each) to follow and watch the activity of persons entering. This should be accompanied with a security system that monitors movement, doors and windows. The diagrams below show the position of the cameras and access control equipment and measures that are recommended.In the event of a power outage, it is highly recommended there is enough UPS in place for at least 15 minutes to allow f or proper shut down. For example, for math the website has a link where if a child gets confused doing their homework and there is no one around to help, they can ask Dr. Math a question. This site is not only for young children, they also have a link for college mathematics. Other subjects that students can receive help in are science, English, foreign languages, and social studies. Puzzles and games are available to make learning these subjects fun and int eresting. For parents who work more than one job and do not have much time to spend at home helping their children with their homework, these sights are a blessing. My younger brother uses these sights to study for things like vocabulary tests. Since it is interesting and fun, he learns the words quickly and can remember them later. Teachers can also use these programs in the classroom to help them with lesson plans, find teaching tools, and to find out what programs may be available on television that would help them teach. Therefore, it was somewhat surprising that the leaders all of these two nations sat down to watch a football game between the two countries. To say that this is somewhat bizarre would be a dramatic understatement. In 1915, during the First World War, Turkey was responsible for the genocide of scores of Armenians. Needless to say, the relationship between these two group has been tenuous at best over the years. For some, all of this appears to be a form of political theater. However, there is more to the situation than mere grandstanding. Russias recent aggression has sparked fear in Eastern Europe. So, it is not surprising that Turkey and Armenia might forge an alliance out of mutual distrust of Russia. How long such a shaky alliance lasts is anyones guess. Much of this is ironic considering it occurs in light of the legendary football match between the Germans and the British during World War One. Thomas Hardy chronicles this legend in a short article that also points out the strange irony of how mortal enemies can become friendly rivals when they share a common love. In this case, the love is for the game of football. It would seem that to the soldiers, a love for a cultural sport overrides any serious concerns that are at the center of a declaration of war. Or, perhaps, war becomes boring after a while and both sides need a break. Whatever the reason, it is odd to see enemies converge based on a love for a mere past time. It would be absurd to assume that a love for football can eliminate aggression between nations. However, it does show that aggression and competitiveness can be used for more fruitful pursuits other than direct conflict. Then again, football is a form of conflict with enthusiasm replacing aggression most of the time. While sitting in front of the TV watching teams play make the world a better place? Throughout my childhood, the idea of having a college education was greatly stressed. As a result, it was my duty as the next generational child, to excel in my studies and achieve a life of prosperity and success. Learning became the basic foundation of my growth. Therefore, my youth was overtaken by many hours spent reading and writing what was known to be correct "Standard" English. I first found this to be a great shortcoming, but as I grew older, I began to realize the many rewards acquired by having the ability to be literate. During adolescence, I began reading and writing through a fundamental learning program called, "Hooked on Phonics." This program consisted of long hours spent reading short novels and writing elementary phrases which were commonly taught in the second and third grade. With the motto, "Improve your child's reading and writing skills in just four weeks!" I was bound to become the next Mark Twain. The method of this course specialized in the improvements of word acquisition rates as well as reading speed; however, it lacked in the area of teaching comprehension. At a young age, I was instilled with the dire need to be highly educated and although I was unable to experience a fun and adventurous childhood like many other children, I am grateful for being raised with a greater knowledge and wisdom than that ingrained in many. From my past experiences, I have grown to prefer reading over writing. When I am reading, I can visualize the text in any way that I see fit. It is almost as if I am rewriting the novel using the illusions that I feel express the words in a passage. For example, in the current independent novel I am reading, it portrays a woman of high stature who is able to lure ... ... that sort of reaction to the reading. Lastly, I can read at my own pace. I have no obligation to read speedily in order to seem as though I have no complications with the words in the text. In my opinion, people should be given the right to speak and read in any language that they wish. Although, it may benefit them to be knowledgeable in the speech that is being taught and spoken in the common country, everyone has their own cultural background and each has the right to be literate in the way that they desire. They were given the right to freedom of speech through the First Amendment of the Bill of Rights and therefore, have the right to speak in their own native language. Literacy plays a major role in the lives of humans today. It gives us the power to read, speak and write and is therefore a valuable asset to society and the development of its economy.

Health lifestyles, in turn, are ways of living that promote good health and longer life expectancy as stated in the assignment. Health lifestyles that promote good health and longer life expectancy would be one where the person has contact with doctors and takes care of themselves completely. While going to the doctors and taking care of oneself is extremely important so is taking care of ourselves outside of the health care system. We have to eat a proper diet and exercise. Most importantly the person has to be able to stick with it and drink water to make sure that they are hydrated and do not get sick from exercising. The person also needs to get adequate amounts of rest. I think that one theory that would support this point of view would be the theory of the â€Å"Looking- Glass Self† (Cockerham, 2012). Cooley ´s concept of the looking glass self-states that each person grows when they interact with other people (Cockerham, 2012). How we look at ourselves comes from how other people perceive us. Actually, how we see ourselves does not come from who we really are, but rather from how we believe others see us. The reason I say that is because most people see themselves how others see them. Or what they think others see them as. In my opinion that is what encourages people to start living and eating the right things. Exercising because of their self-image and what they think that others think about them. The second theory would have to be the theory of health lifestyles. I am unsure if this is an actual theory or not. Cockerham’s theory basically states that individuals have the right to interpret their situation, as well as make choices. This is true, people do make their own decisions, however as he also pointed out that all social action takes place in contexts that imply both constraints and opportunities. By being able to choose to exercise, eat right and to see the doctor it is fully in that persons hand to live a healthy lifestyle. I would say reduce the amount of stress that you encounter especially if you know what causes you stress. Also exercise daily and eat healthy. The person should also get plenty of rest since sleeping too much or too little can worsen anyone’s mood. It is alway s a good idea to pace yourself when you are exercising though. You do not want to end up hurting yourself if you push yourself too hard in the beginning when you are just starting to exercise. The more you exercise the more your body will get used to it and you can exercise more and boost your endurance and stay healthy. I think there are eight (8) components to the model. They  would be 1.) Class circumstances/ age/ gender/ race and or ethnicity collectives living conditions 2.) Socialization Experience 3.) Life Choices, 4.) Life Chances (both 3 and 4 interplay) 5.) Dispositions to Act 6.) Practices, 7.) Alochol use, smoking, diet, exercise, checkups, seatbelts etc. 8.) Health Lifestyles (reproduction). I think that it is very effective even today. It still applies. The demographics and life choices makes sense when trying to get someone to be healthy. Abstract: This paper is going to cover the unlawful behavior that led to harmful discretionary acts that had taken place in several different police departments; from the big cities of Los Angeles and Chicago to the small department of East Moline. This will cover, in detail, how these officers went down the wrong path to self-destruct their own departments. â€Å"Police discretion refers to the authority granted to a police officer that allows him to decide how best to deal with a certain situation. This is aimed at increasing the flexibility of the justice system as punishment may not always be the appropriate mode of dealing with crimes. Discretion may empower a police officer to overlook a minor offense giving the offender a warning† (Alec Korsmo). Police discretion has been observed to be common in domestic violence, drugs and traffic offences. In matters to do with domestic violence, the police have been on the. They have treated domestic violence as a private matter bet ter left for counseling, cooling off periods. Discretion is used especially when both parties are seen as equally involved in the violence and are either arrested or asked to separate for a few days or sometimes longer to dissipate the anger. Now In traffic, cops can allow a driver who has failed to stop at a red light to walk away as it is normal to sometimes make mistakes. The cops can also use discretion for the drivers caught driving drunk or high on drugs. The police officer will call a cab for the driver or take the civilian home and have the car towed away. All of these things are in the police officers discretion whether to arrest the suspect of try and show them that they got away with it this time and next time the officer will not be as nice. Drugs have been involved in police discretion for a long time. One of the main reasons behind why officers go corrupt is because the amount of money and opportunities that they see in the drug market. It is the officers’ discretion at this point whether to use his badge for corrupt reasons. One famous example of police discretion and drugs would be one in the mid nineteen eighty’s. The officers’ name is Joseph Miedezowski, also known  also known as the most corrupt Chicago police officer of all time. This man was on the payroll of the Latin kings while serving as a trusted officer and protector of the people of Chicago. Miedezowski sold the names and addresses of every gang tact officer to the kings in the midst of his unlawful discretion. He would also use his knowledge of the streets to shake down drug dealers and then turn around and sell the drugs to make own personal gains. His fellow officers later would turn and in two thousand one, he was convicted of ten counts of drug conspiracy and racketeering that landed him a sentence of life in prison. Most of the larger cities have a bad reputation for bad police discretion with Chicago, New York, Los Angeles and New Orleans being among the worst of them by far. This bad discretion and set of morals have left some departments with bad names that they will quiet never get off their backs. An example of this is Louis Eppilito and Steven Caracappa we on the New York police department organized crime investigating unit. The shocking part was that the people they were being paid to investigate was the very ones they had decided to turn their back and work for. Now these two officers had become moles in the department so they could get access to stuff nobody else could outside of the department. The officers soon were into deep and would have to kill whoever the mafia told them too just so they wouldn’t be killed. In two thousand six, both men were tried and convicted of racketeering, obstruction of justice, extortion, eight counts of murder, and conspiracy to commit murder. These charges stemmed from the nineteen eighties to the rarely nineteen ninety’s and the two thousands in Las Vegas they were sentenced to life in a federal prison The Los Angeles Police department continued their bad reputation for bad discretion leading into corruption in the nineteen ninety’s. Rafael Antonio â€Å"Ray† Perez was involved in seven hundred and twenty thousand dollar bank robbery where he shot and framed Javier Ovando. Perez was also accused of stealing at least eight hundred thousand dollars’ worth of cocaine from police lockup. The former officer was also a member of bloods, a violent street gang. Perez would shoot rival unarmed gang members and frame them to make it look like there was a fight and he was just defending himself. After he was caught, seventy other police officers were tried for corruption being that they were under the orders of Perez. In February of two thousand, the former trusted police officer pleaded guilty to stealing eight pounds of cocaine, which got him sentenced to five years in prison. Pà ©rez said this before hearing his sentencing â€Å"I cheated on my wife. I cheated on my employer, and I cheated on all of you, the people of Los Angeles.† A little over a year went by and he was released from prison on parole only to land back in court in December of two thousand one, this time one federal charges. Ray was now being charged with violating Ovando’s civil rights and having possession of a fire arm with serial numbers that had been manipulated. He would go on to serve five more years in federal prison with no chance for parole this time, because in federal prisons, parole is not an option. In August of two thousand five, New Orleans saw one of America’s worst natural disasters ever to occur. Hurricane Katrina had just ripped through the big easy, looters were running wild through stores and streets, and hundreds of homes were being broken into and their valuables being stolen. Local police officers were told that they could shoot the looters on site. Captain Lane Deacon stated â€Å"When I told the officers that I was in command of at that time to shoot or fire at threatening looters I did not think they would act so aggressively.† Three officers Robert Gisevius, Sergeant Kenneth Bowen, and Anthony Villavaso, were stationed on Danzinger Bridge when a young, black man by the name of James Brissett tried to cross. This is when the officers did not use the right discretion and turned down the wrong path. Brissett was unarmed with nothing but his wallet and keys. A confrontation broke out in which the three police officers jumped on the young man and continue d to beat him near death, finally just shooting and killing him. It turns out that Brissett was just looking for shelter. The three officers were then charged with falsifying reports, false prosecution, conspiracy to cover up murder, second degree murder. All three once creditable officers two of them being ranking now face the death penalty. These bad discretionary acts do not just occur in large cities. They happen right in our own small communities and towns. One example of this was recently when an East Moline police officer, Joey DeCap, was caught stealing  thirty thousand dollars from his mother in-law who suffers from various mental illnesses. DeCap and his wife were put in charge of the finances when she was declared incapable of doing so herself. They set up an account at bank of America branch in davenport, Iowa around January two thousand ten. DeCap made it possible for his mother-in-laws bills to be paid from that account while he was drawing out large sums of cash without permission from her or his wife. Along with this deliberate act of injustice, he made money off other peoples cars. DeCap was close friends with the towing company that was on contract with the city of East Moline. They would tow cars to their impound lot after accidents, DUIs, and other various dealings, and wait for the owners to come pick the car. If the car sat for too long they would illegally sell it to DeCap for cheap and he would then take it to be scrapped or sold. All of these crimes led him to be charges with five felony counts of official misconduct and one felony count of financial exploitation of the elderly or disabled. These five examples of how discretion can lead to unlawful acts and corruption have left their various departments with bad reputations. The various cities that they come from are known as having some of the most corrupt officers of all time. It does not matter the well discretionary acts by the policemen there now. Instead they will carry the names of those that have committed those acts in the past. These few rotten seeds have caused the larger cities to be labeled as having the worst policing, the departments are so big and vary in diversity that it would go unnoticed for the most part if there was such unlawful discretionary acts. The larger cities are slowly building their reputation back and b ecoming more community oriented. Although now we are seeing corruption in our small towns and it can’t go unseen. As bigger cities are making a turn for the better, small towns, like around here are making a turn for the worst. So, what causes bad discretionary acts? What makes these figures that are held so high in society turn against their peers, their city, and the people in it that they are supposed to protect? It really can be broken down into four categories based on a study done by T. Newburn. The first and obvious one being police discretion. If the officer has discretion and it is used wisely then the job should not be a problem and they will not take advantage of their position. Another one is the amount of low supervision. Nobody is there to catch all your mistakes and  you feel like you can get away with a lot more for a longer period of time. The next one is cops that are in constant contact with criminals. This gives an easy opportunity for unlawful acts. The last one is the environment surrounding the police officer. Sixty-two percent of police officers are involved in some sort of police corruption. That means about three out of every five cops are, in some way, being unlawful. Record numbers of officers are being investigated, almost two hundred and forty five a month. With all of these crazy numbers you would think more of it would be in the public eye. But it’s the complete opposite most of the bad discretionary acts go unannounced to media so it doesn’t look like the cops are the bad guys. Having good police discretion is a must, because we need loyal law enforcement that can support the community through the good and bad. We can make sure these officers are properly trained in discretion by taking a look at their past and providing classes for the new incoming cadets. I believe the only way you can control corruption in a law enforcement society is teaching them these discretionary ways and the correct morals. Although you cannot change their morals, because they bring in their own set I believe you can show them what’s right and they can do it themselves. Police Ethics Police Discretion G Abstract: This paper is going to cover the unlawful behavior that led to harmful discretionary acts that had taken place in several different police departments; from the big cities of Los Angeles and Chicago to the small  department of East Moline. This is aimed at increasing the flexibility of the justice system as punishment may not always be the appropriate mode of dealing with crimes. Police discretion has been observed to be common in domestic violence, drugs and traffic offences. In matters to do with domestic violence, the police have been on the. They have treated domestic violence as a private matter better left for counseling, cooling off periods. Discretion is used especially when both parties are seen as equally involved in the violence and are either arrested or asked to separate for a few days or sometimes longer to dissipate the anger. Now In traffic, cops can allow a driver who has failed to stop at a red light to walk away as it is normal to sometimes make mistakes. The cops can also use discretion for the drivers caught driving drunk or high on drugs. The police officer will call a cab for the driver or take the civilian home and have the car towed away. All of these things are in the police officers discretion whether to arrest the suspect of try and show them that they got away with it this time and next time the officer will not be as nice. Drugs have been involved in police discretion for a long time. One of the main reasons behind why officers go corrupt is because the amount of money and opportunities that they see in the drug market. It is the officers’ discretion at this point whether to use his badge for corrupt reasons. One famous example of police discretion and drugs would be one in the mid nineteen eighty’s. The officers’ name is Joseph Miedezowski, also known also known as the most corrupt Chicago police officer of all time. This man was on the payroll of the Latin kings while serving as a trusted officer and protector of the people of Chicago. Miedezowski sold the names and addresses of every gang tact officer to the kings in the midst of his unlawful discretion. He would also use his knowledge of the streets to shake down drug dealers and then turn around and sell the drugs to make own personal gains. His fellow officers later would turn and in two thousand one, he was convicted of ten counts of drug conspiracy and racketeering that landed him  a sentence of life in prison. Most of the larger cities have a bad reputation for bad police discretion with Chicago, New York, Los Angeles and New Orleans being among the worst of them by far. This bad discretion and set of morals have left some departments with bad names that they will quiet never get off their backs. An example of this is Louis Eppilito and Steven Caracappa we on the New York police department organized crime investigating unit. The shocking part was that the people they were being paid to investigate was the very ones they had decided to turn their back and work for. Now these two officers had become moles in the department so they could get access to stuff nobody else could outside of the department. The officers soon were into deep and would have to kill whoever the mafia told them too just so they wouldn’t be killed. In two thousand six, both men were tried and convicted of racketeering, obstruction of justice, extortion, eight counts of murder, and conspiracy to commit murder. These charges stemmed from the nineteen eighties to the rarely nineteen ninety’s and the two thousands in Las Vegas they were sentenced to life in a federal prison The Los Angeles Police department continued their bad reputation for bad discretion leading into corruption in the nineteen ninety’s. Rafael Antonio â€Å"Ray† Perez was involved in seven hundred and twenty thousand dollar bank robbery where he shot and framed Javier Ovando. Perez was also accused of stealing at least eight hundred thousand dollars’ worth of cocaine from police lockup. The former officer was also a member of bloods, a violent street gang. Perez would shoot rival unarmed gang members and frame them to make it look like there was a fight and he was just defending himself. After he was caught, seventy other police officers were tried for corruption being that they were under the orders of Perez. In February of two thousand, the former trusted police officer pleaded guilty to stealing eight pounds of cocaine, which got him sentenced to five years in prison. Pà ©rez said this before hearing his sentencing â€Å"I cheated on my wife. I cheated on my employer, and I cheated on all of you, the people of Los Angeles.† A little over a year went by and he was released from prison on parole only to land back in court in December of two thousand one, this time one federal  charges. Ray was now being charged with violating Ovando’s civil rights and having possession of a fire arm with serial numbers that had been manipulated. He would go on to serve five more years in federal prison with no chance for parole this time, because in federal prisons, parole is not an option. In August of two thousand five, New Orleans saw one of America’s worst natural disasters ever to occur. Hurricane Katrina had just ripped through the big easy, looters were running wild through stores and streets, and hundreds of homes were being broken into and their valuables being stolen. Local police officers were told that they could shoot the looters on site. Captain Lane Deacon stated â€Å"When I told the officers that I was in command of at that time to shoot or fire at threatening looters I did not think they would act so aggressively.† Three officers Robert Gisevius, Sergeant Kenneth Bowen, and Anthony Villavaso, were stationed on Danzinger Bridge when a young, black man by the name of James Brissett tried to cross. This is when the officers did not use the right discretion and turned down the wrong path. Brissett was unarmed with nothing but his wallet and keys. A confrontation broke out in which the three police officers jumped on the young man and continue d to beat him near death, finally just shooting and killing him. It turns out that Brissett was just looking for shelter. The three officers were then charged with falsifying reports, false prosecution, conspiracy to cover up murder, second degree murder. All three once creditable officers two of them being ranking now face the death penalty. These bad discretionary acts do not just occur in large cities. They happen right in our own small communities and towns. One example of this was recently when an East Moline police officer, Joey DeCap, was caught stealing thirty thousand dollars from his mother in-law who suffers from various mental illnesses. DeCap and his wife were put in charge of the finances when she was declared incapable of doing so herself. They set up an account at bank of America branch in davenport, Iowa around January two thousand ten. DeCap made it possible for his mother-in-laws bills to be paid from that account while he was drawing out large sums of cash without permission from her or his wife. Along with this deliberate act of injustice, he made money off other peoples cars. DeCap was close friends with the towing  company that was on contract with the city of East Moline. They would tow cars to their impound lot after accidents, DUIs, and other various dealings, and wait for the owners to come pick the car. If the car sat for too long they would illegally sell it to DeCap for cheap and he would then take it to be scrapped or sold. All of these crimes led him to be charges with five felony counts of official misconduct and one felony count of financial exploitation of the elderly or disabled. These five examples of how discretion can lead to unlawful acts and corruption have left their various departments with bad reputations. The various cities that they come from are known as having some of the most corrupt officers of all time. It does not matter the well discretionary acts by the policemen there now. Instead they will carry the names of those that have committed those acts in the past. These few rotten seeds have caused the larger cities to be labeled as having the worst policing, the departments are so big and vary in diversity that it would go unnoticed for the most part if there was such unlawful discretionary acts. The larger cities are slowly building their reputation back and becoming more community oriented. Although now we are seeing corruption in our small towns and it can’t go unseen. As bigger cities are making a turn for the better, small towns, like around here are making a turn for the worst. So, what causes bad discretionary acts? What makes these figures that are held so high in society turn against their peers, their city, and the people in it that they are supposed to protect? It really can be broken down into four categories based on a study done by T. Newburn. The first and obvious one being police discretion. If the officer has discretion and it is used wisely then the job should not be a problem and they will not take advantage of their position. Another one is the amount of low supervision. Nobody is there to catch all your mistakes and you feel like you can get away with a lot more for a longer period of time. The next one is cops that are in constant contact with criminals.
